CMSD12 BOND ISSUE 4B Quick Facts
November 3, 2026 Ballot
$80 Million Facilities Bond
THE BIG PICTURE
• Issue 4B follows nearly two years of facility assessments, planning, and community input.
• The bond would provide $80 million for capital improvements benefiting all eight CMSD12 schools.
• The District intends to complete the identified projects within three years.
WHAT WOULD THE BOND FUND?
• Safety and security upgrades across the District
• Roofing, electrical, mechanical, heating, air conditioning, and other building system improvements
• Replacement of Skyway Elementary School on its existing site
• Additions and renovations at Broadmoor and Cheyenne Mountain Elementary Schools
• Additional athletic and activity field space at Cheyenne Mountain High School
PROPERTY-TAX CONTEXT
• CMSD12 has paid off two previous bonds in recent years.
• The District's overall property-tax rate has remained at 55 mills since 2017.
• The overall property-tax rate will remain at 55 mills regardless of whether Issue 4B passes or fails.
• If 4B passes: 55 mills + $80 million in bond funding for the identified projects.
• If 4B fails: 55 mills + no $80 million in bond funding. The identified facility needs would remain and would
have to be addressed over time through other District resources.
COMMON QUESTIONS
Why a bond instead of using the money for teachers?
Bond proceeds fund capital improvements such as buildings, safety upgrades, major building systems, and site
work. They are not an ongoing funding source for employee salaries or instructional programs.
Why replace Skyway when enrollment has declined?
CMSD12 enrollment continues to remain stable. The decision to replace Skyway is based on the long-term
condition, educational adequacy, safety, and operating needs of the facility, and is one part of a districtwide
plan benefiting all eight schools.
Why does the ballot language say taxes may increase?
Colorado law requires bond ballot questions to state maximum debt, repayment, and taxing authority. Those
figures establish legal limits; the District will maintain its overall property-tax rate at 55 mills regardless of the
election outcome.
THE SIMPLEST WAY TO EXPLAIN 4B
The overall tax rate stays at 55 mills either way. What changes is the funding available for the identified
facility projects.
4B passes: 55 mills + $80 million for the projects.
4B fails: 55 mills + no $80 million in bond funding.
